Abstract

According to data calculated by the Indonesian Waqf Board (BWI), the potential for cash waqf in Indonesia reaches Rp. 120 trillion per year assuming 100 million Indonesian citizens who entrust their money of Rp. 100,000 per month. But in reality, the waqf money collected in 2017 is only Rp. 199 billion and grows to 1.4 trillion in 2022. This is due to waqf money in Indonesia which experiences various obstacles in waqf management and strategy. This study was conducted to determine the implementation of cash waqf management and strategies carried out in dealing with cash waqf problems that have not been maximized as well as the compatibility between the implementation of cash waqf management and strategy at a Zakat Institution and applicable laws. This study uses descriptive qualitative research, namely data collected in the form of words, images, not numbers with survey/field research techniques derived from interviews, observations, and documentation which are then described in the form of narrative text. The results showed that cash waqf management in LazisMu has five functions, namely planning, organizing, implementing, controlling, and supervising waqf, each of which has disadvantages and advantages; The cash waqf strategy carried out in overcoming waqf problems in Indonesia is to collaborate with Sharia Banks and the Ministry of Finance to create a Cash Waqf Linked Sukuk program in 2020; where the implementation of cash waqf management and strategy is by Islamic law and applicable law.
